Third Session of the Expert Team on Marine Climatology

Outcome of this Session include the following: Marine indices and other links with the WMO Commission for Climatology (CCl) Partly through JCOMM’s participation on the joint CLIVAR/CCl/JCOMM Expert Team on Climate Change Detection and Indices (ETCCDI), work will continue toward developing surface and sub-surface marine climate—including wave, storm surge, and sea ice—indices and climatologies. To help facilitate this work, cooperation among the ETMC, ETWS, and ETSI is being strengthened, and JCOMM’s representation within the ETCCDI broadened to include expertise from climate change detection activities and ocean climate modelling (P. Stott), surface marine data management (E. Kent), satellite ocean observations (E. Lindstrom), and large-scale circulation indices (E. Harrison). JCOMM will also explore with the CCl opportunities to develop climate indices on a broader basis than just ETCCDI, as well as further develop the links with the CCl regarding data interoperability and exchange issues, monitoring extreme events, data preservability and rescue, and contributions to the Global Framework for Climate Services (GFCS). Approaches to bias adjustment ETMC and the international marine climate community have had organized discussions about an international program to create a “value-added” version of the International Comprehensive Ocean-Atmosphere Data Set. This proposed program would make the underlying observations used in improved (analyzed) datasets—typically gridded and of limited scope (e.g. SST and sea-ice)—readily available to all ICOADS (http://icoads.noaa.gov/) users. The initiative will have to be matured and resources found for its development with the goal to make a firm proposal at JCOMM-IV. Meanwhile, to prove concept, the ETMC will set up a pilot project to develop dissemination approaches using presently available corrections. A special session to discuss this initiative will be organized at the upcoming Third International Workshop on Advances in the Use of Historical Marine Climate Data (MARCDAT-III), planned tentatively for early 2011. Wave climate summaries pilot project The potential for calculating wave summaries from ICOADS—which already contains considerable amounts of wave data from ships and buoys—has been under consideration for several years. While a number of technical issues still have to be addressed, the ETMC recommended calculating wave climate summaries initially for 1970-2010 through a pilot project, in close coordination with ETWS, and which would also be discussed at a special MARCDAT-III session. Modernization of the Marine Climatological Summaries (MCS) ETMC plans to accelerate the work of its Task Team on Marine-meteorological and Oceanographic Climatological Summaries (TT-MOCS) to modernize the Marine Climatological Summaries (MCS) and to make both in-situ marine observations and derived products available to the research community through “discoverable” standards-compliant web services. The ETMC requested E. Kent to review the Terms of Reference of the TT-MOCS, and to seek additional members to address issues such as the potential integration of satellite (and sea-ice) climatologies, and linkages with GCOS working groups. The ETMC further requested TT-MOCS to analyze the lessons learned from the proposed pilot projects (bias adjustment, wave summaries) once completed, and propose appropriate MCS modernization changes by the end of 2011, with the goal to have those submitted to JCOMM-IV. Solutions proposed for the management of rig and platform data and metadata Data from rigs and platforms may be difficult or impossible to identify in GTS data (and thus in climate databases such as ICOADS), and the characterization of those data is hampered by the absence of an organized collection of their metadata (e.g. possibly through extensions to WMO Pub. 47). Better data (and metadata) management mechanisms appear needed within JCOMM (potentially involving DBCP and/or SOT). The observing and reporting practices (and metadata requirements) for manual rig/platform observations are similar to those of VOS (and Pub. 47). Because these issues are crosscutting, ETMC-III invited the Management Committee to consider including rigs and platforms as part of the SOT Terms of Reference. Meanwhile, the Team requested the ETMC Chairperson to contact the SOT Chairperson to renew discussion of these issues seeking an agreement acceptable to both groups. Proposal for establishment of a network of mirrored WMO-IOC Centres for Marine-meteorological and Ocean Climatological Data (CMOC) This proposed formalization would be beneficial in a number of respects, including expanding and strengthening the international participation in ICOADS, and thereby accelerating development; and in facilitating more open exchange of historical marine data and metadata, with the assurance that those data and metadata (in some cases rescued at considerable expense) would become part of a formal and permanent international archive. Moreover, the proposal could also be beneficial for garnering more sustained USA support and commitment. The ETMC set up an ad hoc Task Team to expeditiously advance this proposal, including development of a proposed Recommendation for adoption by JCOMM-IV.
